I dunno much about Vancouver, never been there, but in Quebec it's pretty easy. There's a bunch of small public parks that are 'owned' by drug dealing gangs. Each park is manned by a few dealers who carry limitted amounts of a few types of drugs, and a man who carries more weight comes around when they run out. They can ussually hook you up with coke, PCP (which they call mescaline), heroin and sometimes acid or k or random ass things. if you want real connections strippers and hookers would be your best bet but be prepared to pay for the information...
