Even if hemp production becomes legalized, in order for it to become a fuel in the US it would still have to a small percentage of fossil fuel, otherwise it would be classed under the Federal Food and Drug Administration, which has much stricter regulations than the Environmental Proctection Agency and the Federal Trade Commission.
That's what is happening with ethanol currently. Oil must be mixed in order for it to be classified as a fuel.
