Unfortunately no. Once again, the Feds ignore that bit about "states governing themselves". You know, it's in that relatively ignored part of that document, what was it again, oh yeah, the freakin CONSTITUTION! They file that in the recycle bin, with other trivial things, like the Bill of Rights!
