Germination really just means to survive, mostly on its own, to get to the second stage in a healthy life. The purpose of a gardener such as yourself, would be to care for a plant that will in turn, yield something of good value to you, the caregiver.
So anyway, in order to have a healthy plant you want a healthy seed and a healthy germination! If you use a seed that is unhealthy then....guess what? So a healthy seed should look brown with dark spots, it should be hard and hopefully big. If a seed does not meet these specifications, then the chance of a germination failing is very high. BUT! If you are not careful, even an ideal looking seed could fail to germinate, for any of multiple reasons.
A "good seed" could mean different things though. For a newer grower, "good seeds" should mean any big, dark, hard seed they can find out of the last bag they bought. To someone with money to throw around, "good seeds" could mean a 120 dollar bag of 10 seeds from a supplier.
