In Vancouver the police there sacrifice federal dollars for not supporting federal bans on certain substances. Including the safe injection site. It's too bad that there isn't a way that the places you mentioned don't try to seek personal funding from donors and state organizations.
I'm glad you are able to receive help however, and you got that worked out. Helping people have a safe place to go, an adress, meals and basic needs, is real prevention from all sorts of things.
