It depends on who/what you're talking about.
If you stole grandma's wallet years ago, then yeah, apologize and do something helpful for her.
If you are wanting to apologize because you feel bad, then that is selfish.
If you apologize because they feel bad, it is sincere.
Apologies are words. Without actions to back them up, they are meaningless.
