Good point. I've considered the same point myself. Even pro-marijuana writers unthinkingly use this word. A more accurate term would be "inebriant" which the dictionary defines as "a drug that is taken for nonmedicinal reasons (usually for mind-altering effects)". It is free of any association of toxicity.
