This is true. And it is the flip side of prohibition. What I see is the government forcing the poor to take METHADONE, just for instance, for pain because cannabis is prohibited in emergency, transitional, and subsidized housing. Here in Santa Cruz, no subsidized housing has been approved or built in over 5 years that does not ban smoking in your apartment. And they all will throw you out in the street over cannabis. They all have zero-tolerance clauses attached to the grants.
They also force people to take drugs, such as mentioned here, as well as electroshock therapy.
