cuz that seems to me the basic idea with obamas presidency-
we'll elect this guy who looks like a person from the world not just from white america, hes even got muslim roots- and if we do this- the world will be our friend.
but while obamas election has changed the attitudes around the world it hasnt made n korea or iran any less afraid of eventual US attack....so their calculation of interests in fact doesnt seem to have changed in the slightest .... the only thing that has changed is our level of dellusion about the ability of diplomacy to achieve successes in areas where interests directly conflict.
