it depends... sometimes people just give in because the yeller is making a scene or being an asshole, or people just don't want shit to escalate by yelling back... would you define that as winning an argument?
I'd say it just makes the yelling person look mentally inferior, with little self control; unable to think fast enough to come up with a comment that has just as much, if not more, strength being said using his "inside voice"
Sometimes its easy to get caught up in the situation and we turn to our natural instincts, but it shows greater judgment and intelligence to remain calm.
