In moderation (of the heaviest kind) they're supposed to. Military pilots are given dextro-amphetamine to keep them focused during long missions, obviously not enough to get them tweaked to the point where they lose control.
Stirling Moss, the famous driver, completed the Mille Miglia with "help" from over the counter amphetamines, which were legal back in those days.
