I'm pretty sure the game was called Revolution-X. It was a pretty tough and fun light gun shooter in the arcades, so I got it for my snes back in the day.. on the SNES, me and a buddy could beat it in anywhere from 20-60min.. hahha

console version was rated one of the 20 worst games all time.. still not as bad as shaq-fu though! haha
