those small leaf sets are just what you should be expecting
it's the new growth
it'll develop into branches, buds etc
fluro's are generally quite excellent for seedlings, they keep the plant growing quickly, low stress
it's not too early to top, but i'd be waiting at least another week
there will be a lttle more space to see what you're doing then
