They do that because if your a cop you'll whine about the time and call like 50 times and it puts them in a position of power, but if you know how it goes down then you show up a little late with a good cd and something to do.
I had a fella who made me wait 4 hours then called it off for the next day(the spot was an hour away too).
But be careful which parking lot's your parking in and in what parts of what cities...
