This will just make it easier for the drug cartels to carry on with business as usual. No law enforcement in any country would use decriminalization to go after the people on top. That idea is flawed, especially for a corrupt nation like Mexico that has lost half of it's citizens to the US.
US isn't much better in terms of police going after the right people. Either it's legal or it isn't. I equate this news with mmj becoming legal in another state. Big f'n deal.
