I've never filled up a 3x6 ft tray... But if vegged for a month I think they will be to big to fit 40 full grown plants... I would pick and choose the best looking ones and slowly remove the less impressive ones until you get a feeling of that growth when flowering is initiated... In vegging extra room is not really important as it is when flowering has begun
the plants will want room... And are going to still grow another foot or two during flower
