well you have to think, they aren't saying that in a measure of how much damage you do to yourself, but rather how productive are you to society..
having a dream of being a film actor is not exactly productive, neither is playing video game 8 hours a day. It's more of a matter of how active in society are you than how much weed you can smoke in one day.
