There's a business concept that could undermine healthcare reform. If the government of country A makes meds affordable by subsidizing them, while country B does not, this encourages citizens of Country A to smuggle cheap meds to Country B and sell them at a premium (still cheaper than non-subsidized). This, effectively, makes the taxpayers of Country A responsible for the citizens of Country B, as well as themselves.
Of course, you can always make it against the law to do this, which has always worked in the past.
