I think the hundreds of thousands of Iranian civilians, mostly kids, who died from Clinton's blockade might disagree with you. Every president gets to do some killing.
Carter may have been the least poisonous. He did amnesty for deserters living in Canada, wanted to de-crim weed and one of his cabinet (or council) had a a coke dealer named Johnny C. It was a more hopeful time then.
