Carter may have been the least poisonous. He did amnesty for deserters living in Canada, wanted to de-crim weed and one of his cabinet (or council) had a a coke dealer named Johnny C. It was a more hopeful time then.
I think you meant Iraqis but good point. Not to mention the 1 million or so that have been set free since 9/11.
