It's a mistake, he cited her for a law that is on the books, but doesn't apply to this situation.
Come on man, I'm sure you forgot to put cheese on some guys burger, no reason to turn it into a news story.
But since we have, Mrs. Mondragon gets away with violating two other laws that do apply to all drivers in the state, you and I would likely have been fined and points on our license.
