Go down from what? Absolute shite?
If that's the case, let's get universal health care now, so the bottom will finally fall out of the rotting institutions that call themselves "health" care as it stands, and perhaps we could start over and finally begin health care, rather than the system of sick care that we have now. Our health care is by far one of the worst systems in the world, so if the quality does drop, it doesn't have a very long fall.
The only people that get decent health care are the rich and it's high-end surgery that a fraction of the doctors in the US perform...that's the point the right keeps bringing up about us having "the best health care in the world." For the average person, the system simply does not work and when it
does work, it's enough to bankrupt someone. Shit, even Glenn "I love my country" Beck had an entire expose on how shitty our system is.
