1) Anyone over 18 is allowed to own a pipe. Marijuana is still illegal for %98 of American's to smoke, so the police have every right to be suspicious of people who have contraband. If a BATF agent saw a man at a gun range firing a fully automatic weapon, don't you think they would ask to see his class 3 license? It isn't harrassment.
2) It is the police's job to make sure people aren't commiting crimes. When it appears you are commiting a crime, the police will watch you.
3) Are you still in the state that allows you to put plates in your windows? If not, you are in the wrong. I have gotten a ticket for having a plate in my window too.
You are lucky you didn't get a ticket, and the police were completely in the right. I hope you didn't make a scene, because that makes us smokers who actually like it when the cops do their job a bad name.
