I'd say its possible to a very small point. If you get too many people you're bound to have serious points of contention that no longer seem worth amelioration.

For example we accept poor behavior from our family (to a point) because we share so much of a common background that we're able to consider a multitude of factors and cut some slack. Such grace is often extended as far as the village idiot.

But when some other villages idiot comes to my village, there's gonna problems. Who knows, maybe it's an entire village of idiots. Maybe my village is the idiots? People simply have differences that can't always be accepted or reconciled in a reasonable way.
