Vegetable glycerin tincture decarb first or no?

I am wondering if I make a tincture using VG, using the low setting on my slow cooker (approx 200 degrees) for an extended period of time (18 hours or so), is this enough heat to decarb and make it orally active?

I have done lots of research on this and the lowest temperature I have seen people use to decarb is 212 degrees, which isn't much higher than the temp I will be using, yet some people still say you have to decarb first.

Any info would be greatly appreciated

Everything I've ever read says around 240ish is where you want to be.

I'd decarb it dry in the oven for like 15 minutes, and then do the extraction long and slow in the cooker.

the very best way to do this is use this recipe,
i have used this for clubs that I process edible base goods for.

For best results:
Find your oven safe ceramic dish. Preheat oven, to 195f. Sprinkle your hash / flowers evenly over the dish, and seal WELL, with aluminum foil.
Set a timer for 20 minutes, place the sealed dish on a baking sheet, in the oven, during pre-heat..
it isn't entirely necessary, but heating slowly reduces the risk of shattering your dish, and losing your precious material.

The same applies to the end of the heating, turn off the oven, open it briefly, then close it and allow it to cool slowly within the oven for 10 minutes.

Total decarb time, 30 minutes (20 of which, the oven is ‘on’).
