Unhappy non budding

Hi all I am an indoor gardener. and have been for some years now, but I have a problem where the "grow" stage is good yet when I turn my lights back the "bud" stage fails to form, I have changed my ballasts and lights and tis is my second lot that is going the same way,and I have no idea why, any help most appreciated

how long are your lights both on and off.
What type and power of light are you using?
I suspect you are using autoflower equatorial plants which are not affected by light duration, or your lights are to weak to induce flowering or the dark duration is not long enough.

Hi Slunt, I replaced my lights and ballasts with new ones, I use 2 lights on one plant, for the grow cycle I run MH 400w X2 for 18 hrs on and 6 off, for the flower cycle I run HPS 400w X2 for 12 on and 12 off, the seeds are feminized and of good stock,thanks for your help

How long have they been under 12/12 lighting but still not showing signs?

Also, post pictures and your problem will be much easier for someone to diagnose.

Hi, they have been under 12/12 for 7 weeks now and this is the result, the foliage is very green but the lights produce the effect in the photo.sorry I am not sure how to add a pic, it is asking for a url? and my pics are on my desktop

Do you have complete darkness? Most plants are almost done at 7 weeks.

Hybrid plants and feminized seeds are occasionally neuters showing signs of both male and female plants. They should somewhat flower after weeks of 12/12 unless they are a plant from the equatorial regions in which case auto flower occurs after a set amount of time...after that I'm stumped.

my last two crops are as photos supplied, the only thing I can think of is that I purchased some seeds from overseas which I have not done before and was promised they were good stock.Previously I was always able to get some clones locally.My only reason for growing is for medical reasons, now I will try auto flowering seeds which I am told is idiot proof!
