Several months ago I asked about this and I think there was some confusion as to what I was addressing as it was in a list of other questions and concerns.

because sometimes i/we get really excited and put a lot of extra exclamation marks after a sentence and it spaces them out and makes the whole sentence look ugly. we are sick and tired of ugly sentences, mafoo. and dont you dare judge me/us and our excessive use of !!!!!!!!!!!!!!!!!!!! !!!!!!!!!!!!!!!!!!

It was originally implemented because one of the forum versions we used would let a continuous character string deform the entire thread format wise, causing you to have to scroll to the right to read every post.
