a second thing i forgot

i saw a bunch of banned names that were recent posted is that the same person making different accounts

typically the banned users are just spam bots. not always from the same ip, but sometimes we'll get strings of them from the same spot.

Yes it can- go into your UserCP and choose the edit options link on the left hand side. Scroll down to Date and Time and set it up how you like.
