You also make a good point. What is someone who would never be incriminated is due to the phone tapping thing. Well im not 100% sure but I'm pretty confident in saying that there has never been an example of such a thing. No offense people but the government doesn't really care enough to go way out of their way to arrest you on a phone because you said you smoke weed and have a plant. Also the government would not harras some arab guy (especialy not if he is a citizen) because if he is an anorchist. However anorchism does sometime rely on the use of terrorism to expose weakness in a government and its leaders. Either way, they would do a backround check first. And i am still sure nothing like this (random arrest) has happend.
If it does start happening, we have a problem and it should be solved. But untill then...i have no problem if somebody is listen to me talk on the phone to my friend about how much tree he has for the party if i remain unaffected. I think of thinks like this, as i said before, a precaution to ensure my safety as a citizen not invade my personal life. The purpose is to discover knowledge about possible terrorist attacks or other things on that nature. If I am safer because of it, why not?
