What I would do is to place one seed one inch down in a large mc'D's or similar, milkshake cups filled with potting mix. Cups have holes punched in bottom for drainage...keep moist and under and close(one inch from cups) to flouro's tubes for heat and light when they germ. Forget paper towels=pathetic esp for outdoor.
These upon germination would then be veged for four weeks on 24hr light, and then flowering initiated(12on/12off) so that within a further two weeks you could indentify and place only the females outside. The plants by 4 weeks even would be getting root bound already in those cups, but for practicle reasons, up to six weeks and the plants are fine. Don't forget a weekly fert regime beginning from week two and if bigger pots can be used, depth is the most important.
You could also, once the females have been identified, keep the best for mothers and leave them on 24 for clones. And/or...keep the best male and female and cross them for seeds.
