I believe that NORML's role is misunderstood. It is not the ACLU of pot. It is not the place to call when you get busted, or a place to send your ideas on legalization to. It’s a small poorly funded organization, with almost no corporate sponsorship; whose role is narrow and focused.
I see it's actual mission as primarily limited to education. It is a coherent voice of reason counterbalancing the hyped-up government propaganda machine. NORML has been around for almost 40 years, and so has some name recognition. Like the NRA, its other potential role is influencing federal legislation, which it has not had the opportunity to do in decades - until now.
