Zero is a number in maths.

Numbers 1,2,3...etc., are called 'natural numbers' or 'counting numbers'.

Natural numbers with the number 0 added are 'whole numbers' 0,1,2,3...etc.

0 is considered a number, without it the numbers system won't work.
