Yeah, looks like you drowned the roots.
As long as the soil retains air spaces then the roots will be OK, this is where alot of the transfers take place. Organic matter is the best way to retain and grow air space in your soil, so consider feeding with some compost, if you have any, or worm castings etc.
The balcony is a good spot for them, let them harden off in the shade than get stuck in again. Hopefully they'll bounce back.
Plants will still use water regardless of temps, so it's just a matter of less watering. I dont think soil will be a problem for LED users. But no drainage is a problem for all growers.
