well... drugs laced with something highly addictive might pay off in the end...
im not saying it was or wasnt, but it is possible...
it could be laced before being imported....the people who control the world and oppress the masses of debt-slaves do have a vested interest in keeping the lower classes addicted and docile...they also are responsible for importing the great bulk of drugs into the country...
