The first black president?

In 2001 former President Bill Clinton was honored as the nation's first black president at the Congressional Black Caucus Annual Awards Dinner.

Is this of significance? If so, what does it mean?

If Barack Obama wins the presidency, will he be considered the nation's first or second black president?

Will he be titled the nations first "African American President"?

Are whites who immigrate to the United States from Africa and become US citizens considered African American? Obviously they're not black.

Does anyone know what the legal definitions of "black" and "African American" are? Do they apply to these titles? Do they matter?
