My buddy enlightened me on just such a thing. He has a very nice fishing river running through his property behind his house. He owns 160 acres and breeds horses and peacocks. People are constantly leaving his horse gates open, cutting holes through his fencing or climbing over and wrecking the wiring. Any body on his land is his responsibility and he can be sued if they fall in a hole or whatever. People leave their garbage behind and piss and shit all around the property. they play loud radios or are loud talkers who interrupt his peacefulness and set the peacocks squalling and squawking all day. He has no way to ascertain who are good and who are bad. He only let's those who "Ask" permission to access his land entry. On everyone else, he calls the cops and has them ticketed. He owns the land on which the river flows, but he does not own the river. If you are afloat he can say nothing. If you are standing in the water you are technically on his land and are trespassing.
