Idealistically I can see where this comes from. Perhaps a place that wants to help those people manage a budget, cook simple healthy meals, make sure the people are in the best place they can be to get a foot hold.
But this is totally a black and white answer here.
Do drugs=Die with starving family or beg relatives, just get off ' our coffers '
No Drugs= Fountain of youth, magical power from mountain tops, fairies and the glory of the Mediocre Lord shining around you.
I don't like seeing people who need assistance buy cigs and what not, but I always keep in mind that they need some luxary too and perhaps they are doing okay, but aren't quite on solid ground yet. I don't know their situation, and I don't think
the gov't can honestly acess what is acceptable use here. Are they going to take away cigs and alchol too. These are as much to 'blame' in as much as the person using them lets them be a hindrence.
