I'd like to know too, on what data he's making this statement. And to what degree. Sure there are going to be some people who break whatever laws are put in place to regulate it...BUT, was the overall decriminalization a negative or positive bottom line ?

When Arnold (most politicians) go(s) off script he tends to get his mouth in trouble.
