The Single Convention on Narcotic Drugs , adopted in 1961, prevents cannabis from being legal ANYWHERE. The United Nations Office on Drugs and Crime monitors the situation in each country and works with national authorities to ensure compliance with the Single Convention.
The Single Convention has been extremely influential in standardizing national drug control laws. spain is very tolerant towards the weed, i had thought it was completely legalized there, but according the dpa, it is merely decriminalized, as well as is growing your own stash.

possesion of cannabis (up to an ounce) is decriminalised in Holland, Switzerland, and South Africa. Possession of up to an ounce is tollerated in most of Europe, some parts of Australia and New Zealand.
Many 3rd world countries do not enforce many drug laws and laws are open to 'baksheesh'.(bribes) . At least until 1986, China had no cannabis laws. Only one tourist ever got arrested for cannabis after he fell asleep with a joint and burnt down his hotel.

It's not legal anywhere but either decriminalized or tolerated by kind of turning a blind eye... I think
