Shortest road to hydro heaven?

Hey, I'll tell you what I have, what I want, and maybe you can tell me what I need.
I have:
5L of vermiculite
5L of perlite
1 30 gallon air pump (dual valve)
Uhm... about 12 feet of hosing, give or take.
1 12" air stone
A 2 bulb, 4 foot flourescent fixture. The spectrum is cool white, (as a ball park guess... 3500 degrees) and the two bulbs put out 3850 lumens each. At the time, HPS or any other HID isn't an option for me, due to price, heat, and noise (growing in a fairly small closet in my room, my room being right under my mom's room, who's not exactly pot friendly)
1 2 foot or so cloning tray (the plastic kind that's about 6 inches wide, and comes with a plastic lid) I was thinking of starting a few plants in it, DWC style, using only 12 inches of it, with all the plants sitting over the 12" air stone.
1 PH test kit.
1 small container of 20-20-20
There may be more, but I forget at the moment.
Oh yes... 1 L of 3% hydrogen peroxide
Oh, and yes, I'll need PH up and down. Cheap, small quantity supply? Mail order, or w/e?

I don't have the actual containers to put the medium in, and haven't quite decided on the style of DWC system I'm going to make, or what to make it out of.
Should I invest in a few additional, supplementary flourescent spotlights, or something of the sort? Maybe just another 2 bulb 4 foot set? (About 40 bucks at Home Hardware)

Does anyone know of a good plan for a DWC system that I should look at? At the moment, I only have about 6 inches wide of light, so I'm planning on making it like a thin line, one, or maybe two plants wide, depending on my style of grow, and the size of plants. (Leaning towards SOG.) The strain is Super Skunk, which I'm pretty sure is indicia dominant. I don't have a designated mother yet, nor have I started to grow one, but when I do, and start growing from clones, if I were to begin 12/12 at say... 10 inches, what kind of horizontal spacing would I need per plant? And, about how many litres in a pot, if I wasn't using DWC?

I think to start the my mother, I'll start 4 or 5 seeds in soil under the flourescent tubes, then when I choose one, I'll flower the others, (if they're female) and make sure I get my compact flourescent back from my friend's place. - 36 watt, 3750 lumens.
Any tips on pruning/ controlling height of the plant? I've heard about how constantly taking clones will make the plant focus on growing new tips, not growing taller... any other words of wisdom, or an article I should look at?

DWC = Deep Water Culture.

Also, does anyone know of a way to slightly dull the sound that comes from the vibration of the air pump? It is fairly loud right now.
