I have had seedlings stretch way 2 much? Lite, Flora, about 3" away.

You need more light to stop seedlings stretching. What light are you using?
You can build soil up around their stems to support them. You can tie or prop them up with sticks. A gentle breeze encourages sturdy growth. 20% humidity is low for seedlings, though it shouldn't cause stretching.

^^What he said, plus it is slightly too warm. Lower temp to 78-82f and move floro down to 1 inch away if it is a "Cool" bulb and like most floro's throws little heat. Replanting or adding more soil to the pot to support the stem will help.
Plants stretch as a means to reach a light source which is too far away or shaded. Plants are all about the amount of light energy they get(Lumens). As you can't read by candle from 50 feet away, a plant can't use light energy from a few inches or feet away, depending on the wattage and amount of lumens produced. For example, a 1000w bulb will throw useful energy about 36inches and a hundred watt bulb about 4 inches. Figure out how much energy the bulb produces and move it accordingly near the plant. WATCH OUT FOR HEAT ISSUES! A small fan moves the heat off the leaves somewhat and causes the stems to thicken up and become more supportive.
