Ok so I plan on having 2 rooms veg/cloneing room and a flowering room. I plan on using a 1000w hps or a dual spectrum 800w setup. But I want to counterbalance the electrical consumption a little. I want to set up the veg room with low powered cfls or flourescent. Would having just cfls and in the veg room make any difference that they will be flowered with an hid light?

CFL`s are ideal for cloning/vegging, switching to HID`s for flowering will cause no issues. Some may argue that MH HID`s are better for vegging but CFLs are good and they sure are easy.

agreed, but i wouldn't be surprised to see a fair bit of stress in the plants if you throw them from low powered cfl's to 800-1000w HID, especially if temps are way different.
but, it should be fine if those HPS lights are right for your growspace.
