Actually it's not acted out... it's a scene from a (really great) German film called Der Untergang aka Downfall. It's about the last days of Hitler's life.
There's an YouTube meme where people take that scene and subtitle funny rants in place of the original.
There's ones about World of Warcraft, failing servers, how Vista sucks, Burger King fucking up orders, him getting pissed off about being a meme... etc.
