I find most music made in the 1980s as pretty sad....excluding The Smithereens.

Generally I prefer to listen to significantlly more chill music while I'm toking instead of depressing shit. Mogwai is a band that just makes tons of chill music, Bucketheads "Colma" is also a very mellow album listen to the song "Whitewash" or "Too Many Humans"
As requested here is some depressing shit though. Johnny Mandel - Suicide Is Painless (Theme song for M.A.S.H.) Metallica - One (Watch the Video, it has clips from the movie johnny got his gun which is what the song is based on) Oysterhead - Shadow of a Man Nine Inch Nails/Johnny Cash - Hurt (Both versions are great, I highly recommend the video for Johnny Cash) Gary Jules - Madworld (Originally by tears for fears, but his version is better imo) Corey Taylor - Bother Nine Inch Nails - A descent amount of trents stuff, i would suggest listening to the albums "the downward spiral" and "the fragile" The Smiths - How Soon is Now Marilyn Manson - Coma White (He also did a decent cover of "suicide is painless"

this was my uncles favorite song. he died years ago, and since then, thats all this song reminds me of.
fast car - tracy chapman and this song isnt really sad persay, but this was a favorite song from one of the only women who i ever actually loved who pretty much destroyed me emotionally, so this song holds a lot of sadness and anger and she pretty much killed it for me.. so far away - dire straits
