A persisting insurgency, or civil war, is to the USA's benefit in terms of being able to justify a longer stay.

Because of the 'unofficial' nature of fighting an insurgency, in the war on terror especially when its global established forces vs. local resistance, anyone could be an enemy and so everybody gets shot.
Plus fucked up things like that helicopter missile strike.
