I have never heard of ION build up but they sell bong cleaner. I would just use some long wire handled cotton swabs with isopropyl alcohol. After it flashed off clean it out real well with warm water.

The ion build up is because of cleaning the bong with isoproply alcohol and salt, and for using tap water rather than dH2O. Dilute HCl get rid of it in a jiffy and is very cheap. Now that I think about it vinegar should work decently well also.
