So couldn't parents just NOT give them to kids under 3, which is where the problem comes from.

inside the chocolate shaped egg (which is normal chocolate on the outside and white chocolate on the inside) and inside this said egg, is an assemble-able toy, that stamp was instructions to assemble said toy.
