i think its important to note that it was the tsunami that did the brunt of the damage in japan, not the earthquake itself. the plant was stable until the tsunami hit. the lesson here is to build nuclear facilities on higher ground.

That's not really an option in Japan, given the necessity of large bodies of water to act as cooling sinks for the plants (think around 1.3m litres a minute, per reactor). A better option imo would be either underground generators to power coolant systems, or higher ground generators connected with deep underground lines.

good point. elevated earthquake-proof structures to house the generators seems like a very good idea, something the engineers definitely should have thought of.

Where I'm from, on the coast of Lake Ontario, theres a fault line that has quaked a bit. There are also 3 nuke plants
