HAARP when it heats up the ionsphere to a plasma like state can make that whole plasma section vibrate up and down.The plasma "disk" can be angled like the mirror on the bottom of microscope. When it vibrates it creates a beam of preassure that will go in the direction in which the plasma "disk" is directed.. If THAT vibration, is in the range of 7-8hz it can triger an earthquake by creating pulses of presure that disturb the naturaly resonating techtonic plates. The plate will usualy go in the path of least resistance.
