If you and dad are pretty handy, I would just build as much as possible from scratch. Then I would take the money saved and buy some very excellent seeds.

If your tank is not used to support your plants, then draining it should not be a problem. It is easy to just have a second (long) hose that attaches to the sump pump at one end and ends at your closest drain.

If you haven't decided yet, I would suggest deep water culture as your hydro method. It's the simplest and cheapest in my opinion. Check out my thread for a cheap walmart setup. I really like it because all my reserviors are seperate, no water pumps necessary, and like I said you can buy everything you need really at walmart and its not DIY intensive. If you decide you want to use a different method all the equipment can be reused.
